Hon. Thapa was born and raised in Kathmandu, graduated from Siddhartha Vanasthali School in 1992, and finished his Bachelor of Science in chemistry from Tri Chandra College in 1998, and M.A Sociology from Tribhuvan University in 2003. Currently, he is serving as a Member of Parliament, Nepal and has served as General Secretary of the Nepali Congress since 2021. Prior to that, he served as the Minister of Health and Population of Nepal from 2016 to 2017.
