Institutional integrity and the suppression of financial crime are macro-critical foundations for a stable economy. Systemic corruption and illicit financial flows act as a direct "tax" on productivity, draining the public resources necessary to fuel growth and job creation. When financial systems are vulnerable to money laundering and fraud, the predictability of the economic environment is compromised, and investor confidence vanishes. Speakers from the IMF and World Bank will engage in discussion with parliamentarians to share the best international practices on how Parliament can extend its role beyond the drafting of laws to the diligent oversight of every branch of government. By 2030, nearly 60% of the world’s extreme poor will live in fragile and conflict-affected areas. To meet this challenge, the global community is shifting from reacting to crises toward a proactive prevention mandate. This session explores how the IMF and the World Bank Group partner with governments, parliamentarians, and policymakers to address the economic roots of instability before conflict takes hold.
The World Bank Group will explore the four strategic shifts identified in its FCV strategy refresh, i.e. anticipate better, differentiated approaches, deliver on the jobs agenda, and strengthening our toolkit and partnerships.
The IMF will focus on its Fragile and Conflict-Affected States Strategy which provides tailored, long-term support to help vulnerable nations achieve macroeconomic stability and exit fragility. This framework acts as a vital preventive tool for countries at risk of instability from internal shocks or external spillovers.

In the next decade, some 1.2 billion young people will reach working age in emerging and developing countries. On current trends, the same countries will create some 400 million jobs in the same period, leaving a massive gap. The WBG and the IMF are supporting job creation via investments in basic infrastructure (digital, education, energy, healthcare, etc.), but job creation at scale will depend on private investments. Parliamentarians have a central role: Predictable and transparent regulations are essential to attract investment and enable entrepreneurs to start, operate, and grow businesses. The session also explores how policymakers can shape job creation in an era defined by AI, productivity shifts, and evolving global growth patterns.
