The 2026 Global Parliamentary Forum will take place on 13-14 April 2026, during the World Bank Group and IMF Spring Meetings in Washington D.C.

Context

The Global Parliamentary Forum engages parliamentarians in a dialogue on development and the global economy, with discussions between parliamentarians and leadership of the World Bank Group (WBG) and the IMF. The forum provides:

  • Up-to-date quality information for parliamentarians on the WBG and IMF’s priorities and strategic directions.
  • A knowledge-sharing platform and an opportunity to engage directly with WBG and IMF leadership to strengthen the relevance and impact of our work leading to effective, efficient and better development outcomes for both donor and client countries.

The forum plays a critical role in building political will to ensure development impact, while encouraging country ownership, policy relevance and accountability. All sessions will provide concrete examples and actions parliamentarians can implement to address development challenges

About the Parliamentary Network

The Parliamentary Network on the World Bank and International Monetary Fund (PN) is an independent, non-governmental organization providing an advocacy and knowledge-sharing platform for parliamentarians to take an active role in shaping the programs and policies of the WBG and IMF. It is open to parliamentarians from WBG and IMF member countries serving a current mandate, with a current membership of over 2,000 parliamentarians from all regions. The network is supported by an international secretariat and guided by its nine-member Board, chaired by Hon. Sven Clement MP, Luxembourg.

Anti-Corruption, Good Governance and Financial Crime

Institutional integrity and the suppression of financial crime are macro-critical foundations for a stable economy. Systemic corruption and illicit financial flows act as a direct "tax" on productivity, draining the public resources necessary to fuel growth and job creation. When financial systems are vulnerable to money laundering and fraud, the predictability of the economic environment is compromised, and investor confidence vanishes. Speakers from the IMF and World Bank will engage in discussion with parliamentarians to share the best international practices on how Parliament can extend its role beyond the drafting of laws to the diligent oversight of every branch of government. Discussion will highlight the necessity of holding both public and private actors to account to ensure that financial integrity becomes a national competitive advantage. By closing legislative gaps and demanding rigorous accountability across all state functions, Parliament serves as the ultimate safeguard for the public trust, signaling to the global market that the nation is a secure and stable environment for investment.

Fragile and Conflict-Affected States: Legislative Leadership for Stability and Growth

By 2030, nearly 60% of the world’s extreme poor will live in fragile and conflict-affected areas. To meet this challenge, the global community is shifting from reacting to crises toward a proactive prevention mandate. This session explores how the IMF and the World Bank Group partner with governments, parliamentarians, and policymakers to address the economic roots of instability before conflict takes hold. The World Bank Group will explore the four strategic shifts identified in its FCV strategy refresh, i.e. anticipate better, differentiated approaches, deliver on the jobs agenda, and strengthening our toolkit and partnerships. The IMF will focus on its Fragile and Conflict-Affected States Strategy which provides tailored, long-term support to help vulnerable nations achieve macroeconomic stability and exit fragility. This framework acts as a vital preventive tool for countries at risk of instability from internal shocks or external spillovers.

Jobs: The Role of Parliamentarians, Governments, and Regulations

In the next decade, some 1.2 billion young people will reach working age in emerging and developing countries. On current trends, the same countries will create some 400 million jobs in the same period, leaving a massive gap. The WBG and the IMF are supporting job creation via investments in basic infrastructure (digital, education, energy, healthcare, etc.), but job creation at scale will depend on private investments. Parliamentarians have a central role: Predictable and transparent regulations are essential to attract investment and enable entrepreneurs to start, operate, and grow businesses. The session also explores how policymakers can shape job creation in an era defined by AI, productivity shifts, and evolving global growth patterns. Bringing together parliamentarians and experts from the World Bank and IMF, the discussion will highlight perspectives from low-income and emerging economies, areas often underrepresented in global debates.

Unlocking Private-Sector Investment in Emerging Markets

This session examines how emerging markets can attract and sustain private-sector investment amid rapidly evolving financial landscapes. Drawing on insights from parliamentarians and experts from the World Bank Group and IMF, the discussion will explore opportunities and constraints facing investors. The discussion will explore opportunities and constraints facing investors, and policies and regulations that drive private-sector investment while building resilient labor markets capable of withstanding technological change. The session will draw on perspectives from the latest IMF Global Financial Stability Report—examining how digital financial innovations such as stablecoins could reshape investment flows in emerging economies—and IFC’s strategies to mobilize private capital and support firm-level growth. Discussion will also focus on diversifying economies, attracting private investment, protecting innovation, and bridging the skills gap. By ensuring that global volatility does not compromise local opportunity, parliamentarians, policymakers, and development partners can work together to translate macroeconomic strategy into meaningful private-sector investments and jobs.

Water Forward

Capacity Building Workshop: Parliamentary Oversight and Management

This interactive session will focus on government accountability to citizens and the critical role that legislative oversight plays in enforcing such accountability. Special attention will be paid to the various oversight tools and mechanisms – such as committees, parliamentary questions and interpellations – available to parliamentarians.
