Allow me first of all to express my sincere thanks to the Parliamentary Network of the World Bank and the IMF for having organized this important meeting today. Algeria attaches great importance to the issue of environment and climate; this meeting is a crucial step to strengthen the interaction of parliamentarians with environmental issues, support their legislative actions on climate change issues and benefit from their proposals and innovative solutions in the field, and implement sustainable solutions to effectively combat climate change and protect the environment. In this regard, I have the honor to inform you that a parliamentary network on climate and environment has been established at the level of the National People's Assembly and installed on September 29, 2022 in response to the growing interest in the issues of environment and climate, both nationally and internationally, as well as their economic and social impact.

The issue of climate change is one of the priority issues to which Algeria pays great attention because of its geographical location in the Mediterranean, which is considered one of the most vulnerable and weakened by global warming and its adverse effects such as desertification, drought, heavy rains and floods.

To this end, the President of the Republic, Mr. Abdelmadjid TEBBOUNE, has called for accelerating the procedures for the establishment of a special fund agreed to support measures to combat the negative effects of climate change, which have been approved, as you know, by the Security Council. The latter, based on a proposal by Algeria, urged developed countries to meet their commitments to reduce the effects of climate change and adapt “fairly and equitably” to the provisions of the Paris Agreement of 2015 ratified by Algeria.

The Paris Agreement is the framework that governs countries’ policies, including those related to the economy and development. Therefore, it is necessary to integrate the climate dimension in these policies and the role that must be played by developed countries to achieve the objectives set in this sense, taking into account their responsibilities.

Therefore, the government has developed action plans relating to global environmental issues, such as climate change, protection of biodiversity and the ozone layer, as well as the preparation, coordination and contribution to the conduct of negotiations on climate change, while ensuring all prerogatives of implementation jointly with the sectors concerned.

In this regard, Algeria has committed, through its nationally defined contribution and presented in September 2015, to reduce its greenhouse gas emissions by 7% by 2030, based on its own capacities and means. This contribution will increase to 22% if it obtains the necessary financial and technical support through several mechanisms such as the development of a plan to develop renewable energy.

Algeria has also begun the preparation of its third national communication and its first biennial report updated and this, within the framework of a co-financing including a support of the Global Environment Facility, estimated at 852 000 dollars. For its part, the Ministry of Environment, with the support of the United Nations Development Program, has begun the development of a systematic plan to finance the implementation of the national plan of adaptation to climate change through the Green Climate Fund.
